News I iCET Visits Shanghai Lingang New Area to Study Green Energy Transition in Port Operations
In Shanghai Lingang New Area, Jin Chenlin, Wang Tao, Li Ji, and project managers from the Dual-Carbon Services Department joined the research visit and provided the iCET delegation with a detailed briefing on the background of the Area’s establishment. The creation of the Lingang New Area is a major strategic decision made by China’s central leadership to further expand opening-up and promote high-quality economic development. President Xi Jinping has referred to this strategic initiative as one of the “three new major tasks.”
Located in southeastern Shanghai, the Lingang New Area borders Pudong International Airport to the north and the Yangshan Free Trade Port Area to the south. Its strategic geographical position makes it a critical hub connecting maritime, air, rail, road, and inland waterway transportation within the Yangtze River Delta Greater Bay Area.

During the afternoon exchange session, the Deputy General Manager of Lingang Green Innovation Company noted that green port development in Lingang spans multiple fields, including energy transition, ecological conservation, smart transportation, and green buildings. In terms of energy transition, Lingang has adopted a multi-pronged strategy that ranges from traditional energy upgrading to the deployment of new energy systems, smart grids, and the hydrogen industry.
Regarding smart and green mobility, the Lingang New Area has established a comprehensive platform supporting R&D, demonstration, and large-scale application of emerging technologies such as 5G communications, intelligent connected vehicles, autonomous driving, and artificial intelligence—making it one of the country’s leading testbeds. In traditional terminal scenarios, new-energy autonomous driving solutions have also been introduced for container loading and unloading, reducing costs, improving efficiency, and cutting emissions.
The Director of the Green Industry Department further shared that Shanghai’s Hydrogen-Based Green Energy Trading Platform will soon be launched in Lingang. This platform will help advance the hydrogen-based green energy sector and accelerate the green transition of the shipping industry.
