The 6th workshop of China Clean Transportation Partnership (CCTP) "Discussion on the 2021-2025 Management of CAFC-NEV Credits and Fuel Consumption" was held in the conference center of Beijing International Hotel on the afternoon of April 26, 2019. The workshop was co-hosted by CCTP and Auto Standardization Research Institute and the Automotive Data Center of China Automotive Technology and Research Center Co., Ltd. (CATARC Co., Ltd.). 20 experts from 14 institutions discussed and proposed suggestions on the improvement of the design and regulation mechanism of the next-stage NEV-CAFC Credits Policy, aiming to promote the sustainable and healthy development of energy saving and new energy vehicles (NEVs) in the medium to long term.
The fifth-stage (2021 - 2025) fuel consumption standard is currently in the approval stage, and the nation is also revising the after-2021 NEV-CAFC Credit Policy (henceforth referred to as “the Policy”). The fuel consumption standard and the Policy are directly related to the national automobile energy-saving upgrade and the development of NEVs. The next stage of the NEV-CAFC Credits Policy and management mechanism is essential to the goals of the national energy-saving, as well as the New Energy Vehicles (NEV). Based on the current status, what goal should be set for traditional fuel vehicles to be more energy saving? How should we improve the energy-saving technology for traditional fuel vehicle? How can the NEV-CAFC Credits Policy balance the development relationship between energy-efficient vehicles and new energy vehicles? How should we manage the parallel NEV-CAFC Credits Policy to reach better achievements and avoid problems?
The 6th CCTP workshop was held on April 26th
Dr. An Feng, Executive Director of CCTP and Innovation Center for Energy and Transportation (iCET), welcomed experts to the 6th workshop on behalf of CCTP.
The workshop was hosted by Mr. Zhao Dongchang, Associate Chief Engineer of the Automotive Data Center of CATARC. Mr. Zhao came straight to the point, stating the background and necessity of the current implementation of the Policy and also elaborated on the difficulties and shortcomings encountered in the process of industry development and research and making of the mechanism. Mr. Wang Zhao, Auto Standardization Research Institute of CATARC listened to experts’ opinions and participated in the discussion.
Prior to the discussion, Mr. Bao Xiang, Senior Engineer of Auto Standardization Research Institute of CATARC, and Ms. Ren Huanhuan, Assistant to Director of Auto Data Center of CATARC, respectively, made guided speech on "the Progress and Content of Fuel Consumption Standard in the Fifth Stage" and "the considerations on the research of next-stage NEV-CAFC Credit Policy". Ms. Yang Zifei, the Senior Analyst of ICCT, commented on the current credit policy and compared the fuel consumption standards of the fifth phase of China with that of the U. S. and Japan. Ms. Kang Liping, Senior Manager of Clean Transportation Project of iCET, shared the implementation of the current fuel consumption standard and the impact of the Policy. She also put forward some suggestions for the research and making of mechanism of the Policy in the next phase.
All the scholars took an active part in the discussion session, expressing their opinions and advice on the implementation of dual-credit policy from perspectives of their institutions and research. Participants include:

In the end, Mr. Gong Huiming, Director of CCTP Executive Committee and Director of Transportation Project of Energy Foundation, summed up the workshop.
